The wider program included speakers from NIST, the U.S. Department of War, IBM, Tychon, Applied Quantum and other organizations working across standards, federal migration, quantum communications and enterprise implementation.

“You cannot migrate what you don't see or what you don't know,” Dhare told the audience. He described the enterprise migration path as continuous cryptographic discovery, attribution of each CBOM record to its dependencies, risk-based prioritization, controlled migration and ongoing monitoring.

The discussion placed automation at the center of cryptographic inventory and governance. Modern enterprise estates change continuously as applications, certificates, cloud resources, libraries, endpoints and vendors enter or leave the environment. Point-in-time spreadsheets cannot provide a reliable view of that movement. QuantumGenie uses API connectors, agent-based and agentless discovery, source-code analysis and normalized evidence to maintain a live Cryptographic Bill of Materials and map findings to applications, services, identities, owners and infrastructure.

Dhare described the goal as creating “an engine that performs while you sleep.” Automation handles the repetitive scale of discovery, normalization, attribution and monitoring, while human decision-makers retain control of policy, business priority, validation, legacy-system treatment and production migration.

The summit also reinforced two architectural requirements central to QuantumGenie's product direction: interoperability and authentication. Large, heterogeneous environments need interoperability across legacy, commercial, cloud and mission systems where cryptography already exists. Authentication and digital-signature migration should also be included in initial planning so organizations do not upgrade key establishment and then repeat the enterprise-wide process for digital signatures.

QuantumGenie's evidence model normalizes algorithm identifiers, key parameters, certificate attributes, identity bindings and protocol data across heterogeneous sources. This helps teams distinguish classical, hybrid and fully post-quantum implementations while maintaining traceability across the migration lifecycle. Its target architecture covers encryption and authentication together, including ML-KEM key establishment, ML-DSA signatures, PKI integration, MFA dependencies and identity lifecycle evidence.

The summit occurred as U.S. post-quantum policy moved from standards development into execution. NIST has finalized ML-KEM, ML-DSA and SLH-DSA as FIPS 203, 204 and 205 and says organizations should begin applying the standards now. HQC has been selected as a future backup key-encapsulation mechanism, while Falcon/FN-DSA continues through NIST's standardization process. Executive Order 14412 and OMB Memorandum M-26-15 now direct federal agencies to establish migration leadership, maintain cryptographic inventories, create prioritized plans and execute phased PQC migration.

“Discovery can be started as of yesterday and, if not yesterday, tomorrow,” Dhare said in his closing takeaway. “Organizations already know many of their applications, endpoints, network devices and cloud environments. They can define the normalized CBOM evidence they need and begin a bounded, read-only discovery exercise immediately.”
